Preamble

The proposal and voting process as described by Proposal 1 and The OpenWiki Project Charter has significant flaws. It requires a majority of all representatives, does not let articles expire, and makes voting too difficult. This has led to general apathy on proposals, and causes decisions to take ages.

This proposal intends to modify the charter and Proposal 1, in order to make voting easier, while ensuring votes remain fair and representative. Upon passing, language within the charter and proposal shall be updated.

S1. Representative Activity

  1. Voting reps shall now be either active or inactive.
  2. A rep shall be inactive when they do not vote for two proposals in a row, or by their own announcement.
  3. Registering an abstention shall be considered voting.
  4. Inactive reps shall not be counted for the purposes of voting.
  5. Activity shall be restored upon the rep voting on or proposing a proposal.
  6. Reps shall not vote on passed or failed proposals they were inactive for.
  7. A wiki page listing all reps, originating site(s), and activity shall be maintained by all reps.
  8. When updating activity, the proposal numbers missed or voted on must be mentioned in the edit summary.
  9. When marking a rep inactive, they must be pinged on the official project discord.

S2. Expiration of Proposals

  1. Proposals shall fail as "expired" 14 days after proposition
  2. A single two week extension may be requested by any rep, regardless of activity, other than the proposal's organizer.
  3. Expired proposals shall not be re-proposed by the same rep for 90 days after expiration.
  4. Already active proposals shall begin expiring upon the passing of this proposal.

S3. Minimum Voting Duration

  1. If less than half of all reps, active or not, have voted on a proposal, it shall not pass or fail until a week after proposition.
  2. When a proposal is proposed, the date of proposition must be added as a separate field to its infobox.
  3. When a proposal passes, fails, is revoked, or expires, the date of conclusion must be added as a separate field to its infobox.

S4. Delegating Votes

  1. Votes must be logged on the proposal's wiki page.
  2. Reps may relay their vote directly to the organizer.
  3. A screenshot of the relayed vote must be placed into that proposal's talk page by the organizer.
  4. Forgery of a relayed vote, with proof, shall result in a 3/4ths majority vote to eject the responsible organizer.
  5. Requests to change votes must not be relayed.

S5. Miscellaneous

  1. The organizer of this proposal shall edit the charter to reflect the new rules.
  2. Proposal Nr 1 shall be edited to include a link to this proposal in its infobox.
  3. Changing a passed proposal shall now only require a simple majority.
  4. Logging all discussion in the talk page shall now be made optional.

Voting

This proposal requires a 3/4ths majority to pass.
